Wang’s organising idea is that China is run by engineers and America by lawyers, and that this explains most of the difference. Engineers optimise for building and execution; lawyers optimise for process, rights and constraint. He is careful not to make it a morality play: the engineering mindset delivers speed and scale, and is ruthless when individuals get in the way. The tradeoff between capacity and constraint is the book’s real subject.
