Hayes argues America runs two justice systems: a Nation for the privileged and a Colony, policed by force, for everyone else.
Taking its title from a Nixon phrase, Hayes argues that the United States contains two different countries: a Nation, where citizens are policed by consent and afforded the full protections of law, and a Colony, where mostly poor and Black communities are policed by force and fear. Written in the wake of Ferguson, it braids reporting, history and memoir to explain how a democracy came to run an internal system of order that looks nothing like the one its comfortable citizens enjoy.
