Local government is not automatically better government, and the case for it mostly does not hold.
Trevor Latimer takes apart the assumption that decisions are improved by being made closer to home, examining the arguments from participation, knowledge and accountability in turn and finding each weaker than supposed. Whether the conclusion travels is arguably culture-specific, but the arguments are marshalled well.

Trevor Latimer, Small Isn’t Beautiful: The Case Against Localism. I say the correct answer here is culturally specific. Nonetheless this is a good and useful book marshaling arguments against localism and in favor of centralization, including with respect to the value of liberty.
