Queen of Coin and Whispers
A young queen inherits an emptied treasury and hires a spymaster who came to court for revenge.
Lia inherits a bankrupt realm from an uncle who looted it, and appoints as her spymaster a noblewoman who came to court intending revenge. Corcoran writes the politics properly, so the debts and the ledgers matter as much as the intrigue, and the romance between queen and spymaster has to survive the fact that their jobs are incompatible. A young-adult fantasy that treats statecraft as the plot.

In my opinion, this series is one of the most underrated gems in high fantasy. Queen of Coin and Whispers is about Lia, a young and idealistic queen who inherits the struggling realm of Edar from her late uncle. At court, her path crosses with that of a vengeful noble named Xania, who becomes her spymaster.
